Europ\u00e4ischer CO\u2082-Grenzausgleichsmechanismus f\u00fcr Hersteller und Importeure<\/h4>\n

Als Teil des Fit-for-55-Programms der Europ\u00e4ischen Union schlie\u00dft der etablierte Carbon Boarder Adjustment Mechanism, kurz CBAM, nahtlos an das zentrale europ\u00e4ische Klimaschutzinstrument, den Europ\u00e4ischen Emissionshandel (EU-ETS), an. CBAM soll neben dem Europ\u00e4ischen Emissionshandel (EU-ETS) das Risiko von „Carbon Leakage“ mindern und den EU-ETS in seiner Funktionsweise hierzu unterst\u00fctzen. Carbon Leakage beschreibt den Effekt, wenn in der EU ans\u00e4ssige Unternehmen ihre CO\u2082-intensiven Produktionsprozesse in Drittl\u00e4nder au\u00dferhalb der EU verlagern. Mit dem Ziel, die Verlagerung von CO\u2082-Emissionen zu minimieren und die vollen Emissionen der in der EU verwendeten Produkte gerecht zu ber\u00fccksichtigen, verpflichtet CBAM die betroffenen Sektoren: Zement, Elektrizit\u00e4t, D\u00fcngemittel, Eisen, Stahl und Aluminium Informationen \u00fcber die Importmengen und Herstelleremissionen offenzulegen. Ab dem Jahr 2026 werden aufbauend auf den abzugebenden Emissionsberichten schrittweise CO\u2082-Kosten erhoben, welche sich an den jeweiligen CO\u2082-Zertifikatskosten des EU-ETS orientieren.<\/p>\n

Weiterf\u00fchrende Informationen f\u00fcr Hersteller und Importeure<\/h2>\n

Seit dessen Startzeitpunkt im Oktober 2023 verpflichtet der CO\u2082-Grenzausgleichsmechanismus Importeure quartalsweise Informationen \u00fcber CBAM-pflichtige Produkte offenzulegen. Hintergr\u00fcndig befinden sich berichtspflichtige Unternehmen innerhalb eines \u00dcbergangzeitraumes von Oktober 2023 bis Dezember 2025, wobei vereinfachte Berichtspflichten und keine finanziellen Verpflichtungen bestehen. F\u00fcr eine einheitliche CBAM-Berichterstattung wurde seitens der EU-KOM das CBAM-\u00dcbergangsregister bereitgestellt, in welches Berichtspflichtige die entsprechenden Angaben zu Warenmenge, direkten und indirekten Emissionen sowie zu bereits entrichteten CO\u2082-Kosten anzugeben haben. Als zust\u00e4ndige Beh\u00f6rde innerhalb Deutschlands wurde die Deutsche Emissionshandelsstelle (DEHSt) im Umweltbundesamt benannt.<\/p>\n
