The German Emissions Trading Authority (DEHSt)<\/a> is expected to start sending the allocation notices for the fourth emissions trading period to the plant operators who have applied for free allocation of emission allowances in 2019 via the Virtual Post Office (VPS)<\/a> at the end of July 2021. The mailing of allocation notices is expected to continue until September 2021.<\/p>\n The emission allowances for 2021 will then be issued successively from the beginning of August 2021 for those plants that have already received an allocation notice by then.<\/p>\n The issue <\/b>doesnot yet<\/b> take into account <\/b>anyallocation adjustments<\/b> that may need to be made based on the submitted 2019 and 2020 allocation data reports<\/a> under the EU Adjustment Regulation<\/a>. These adjustments<\/b>, which may be necessary, will be decided by DEHSt in a separate procedure at a later date<\/b>.<\/p>\n Accordingly, the available and allocated emission allowances may still be reduced or increased over time.<\/p>\n The real available allocation of emission allowances under the European Emissions Trading<\/a> Scheme is based, on the one hand, on the NIMs list<\/a> and, on the other hand, on the real activity rates of the allocation elements in 2019 and 2020, which you reported to DEHSt with the allocation data reports by the end of June.<\/p>\n We recommend that any affected companies review their allocation notices now, using the NIMs list and the, allocation requests submitted in 2019. Together with the reported activity rates for 2019 and 2020, the real usable quantity of emission allowances for 2021 can then be determined, taking into account the Adjustment Regulation (AnpVO)<\/a>.<\/p>\n Please do not hesitate to contact us directly on all questions concerning European and national emissions trading.
